This is supposed to be a pterosaur, champion of aerodynamic flight! Seriously, though, I have seen more plausible stuff on exquisite beast. The article this is from is what we could call a scientific BURN:

Considering this guy is trying to put pterosaurs, currently thought close to dinosaurs, in Squamata (order of lizards and snakes and NOT birds), you tell ‘em, Mr. Naish!
